The implementation of the basic drug system has made positive progress and achievements, and mechanisms needs to be constantly improved to ensure long term sustainable implementation of essential drug system. The essential drug system involves the government, medical institutions, health insurance institutions, pharmaceutical companies and patients who would take multiple responsibilities. In order to ensure the long term and efficient progress of the implementation, measures are needed to clarify each part’s responsibility through benefit balancing system and responsibility evaluation model, so as to share both responsibility and benefits.
