Traditional Chinese medicine(TCM) legislation in Portugal has been established for several years and has gradually improved. However, there has been limited in-depth,detailed,and comprehensive research in China on Portugal's TCM laws and regulations. The legislative process for TCM in Portugal can be divided into five stages:the budding stage, the formation stage, the suspension stage, the development stage, and the refinement stage. The key features of Portugal's TCM legislation are early legislation,high-level legislative institutions, broad scope of legislation, involvement of many TCM categories, and a relatively low medical status for TCM.Portugal is the earliest European country to legislate on TCM,instead of Hungary reported in some modern literature and mainstream news media. The Portuguese government generally holds a positive and affirming attitude towards acupuncture and TCM therapies, but the support is limited, lacking subsequent policy adjustments and financial backing.
