The 17th National Congress of CPC and new reform of health system clearly raises the importance of regaining the nature of public welfare of public hospitals. Under the background that the absence of the public hospitals’ public welfare has become the hot issue, reform of public hospitals are urgently needed through an effective system design and system implementation to guide the public hospitals to return to the nature of public welfare. At present, China has emerged several typical modes of multiple public hospitals reform, however, the effectiveness still awaits analysis due to the exploratory stage of the current reform and the lack of evaluation index. So based on scientific connotation of the public welfare nature of public hospitals, referring to The assessment criteria of three comprehensive hospitals rules of the implementation of the 2011 edition, in light of the result of the comprehensive literature analysis and the Delphi method, this paper brings up the reasonable public welfare measure index system of public hospitals, using the coefficient of variation method to determine the index weight, so as to provided a reference to the reform of public hospitals and government macro-health policy.
