By analyzing ancient and modem literature about the phlegm and blood stasis in Traditional Chinese Medicine(TCM)，this paper clarified the origin and essence of the diagnosis and treatment of “syndrome of intermingled phlegm and blood stasis”，and explored and analyzed the pathogenesis of “phlegm and blood stasis promoting each other to cause disease” in depth.It is proposed that phlegm and blood stasis can be both pathological products from the metabolic dysfunction of qi，blood，and fluid，and a new pathogenic factor.These two symptoms are of same origin and promotes each other，whose interaction fully involved in the occurrence and process of hypertension，becoming a key link in the pathogenesis of hypertension，which provides a theoretical basis for treating hypertension from the perspective of intermingled phlegm and blood stasis for TCM clinically.
